How long does tapwater have to boil to remove the chlorine?

10 minutes is sufficient. Or just let it stand on the counter for 24 hours.

By the time water even gets hot enough to boil most dissolve gasses, including O2, have been removed.

More info. Note that chloromines are probably present in your chloronated water. They don't boil out very easily. They will be filtered out along with chlorine, however, in an activated carbon filter.
