I was just wondering if it was ok to use a 6.5 gallon carboy to use as a primary to make 1 gallon, or should I get a smaller primary?

5.5 gallons of headspace is alot of headspace. Why would you consider it? 1 gallon jugs at the brew shop go for $5. If you don't have a brewshop in your area, Trader Joe's sells a gallon of apple juice in a glass jug for the same price.

Doing 1 gallon in a 6.5 gallon carboy sounds like it's alot more trouble than it's worth.
