now bubbling 2 bubble bursts every 8 secs

ken says look for sign of fermentation slowing
i need help what exactly does that mean?
does this change with the yeast you use?
this has been fermented at 70 degrees

Generally when your fermentation slows down to a couple of beats per minute then you're ready to rack. However, I've seen people let their fermentations drag on and on and on for several weeks. My personal feeling is that I want my fermentation completed in 10 - 15 days. There are exceptions depending on yeast, temperature, and style varibles. But, for the most part I like a strong, clean fermentation that is done before the yeast get a chance to stress out and produce off flavors.

I'd advise checking your gravity with a hydrometer to see what your gravity is, and then see how long you've had active fermentation going. If you've only dropped a few gravity points and your fermentation is slowing down you will need to get the yeasts some help in the form of swirling the carboy, nutrient, temperature adjustments, etc.
