My OG seems low

I'm following a recipe that seems pretty common from Compleat Meadmaking and my OG is lower than his recommendation and lower than the Gotmead calculator thinks it should be, too.

Thoughts?

15 lbs of local honey
4 gallons water
2 tsp nutrient
1 tsp energizer
2 packs of Lalvin 71B-1122
Temp: 78.8
OG - 1.090

I was hoping for something that was mostly dry but a touch of sweet.

Make sure all honey has dissolved. Honey tends to sink to the bottom of a carboy or bucket. If you are sure OG is 1.090 you might want to add some more honey, but this would normally be the case if a miscalculation took place since I don't think honey has that much moisture content or such little sugar content

Assuming you ended up around 5 gallons total, you should have an original gravity around 1.110-1.115. I'm guessing something is off.

Thank you both. I think Stasis got it. I took it out of the carboy and stirred it really well. Gravity is now at 1.110.
