For fresh spices I like to use Penzeys Spices: https://www.penzeys.com
I don't know if there is one in your area but that would be ideal.
I cant vouch for the freshness of their shipped stuff but their in store stuff is fresh and a LARGE selection.
I would trust their spices over Amazon though.

Share the recipe so we can assist in your implementation.
If you don't have any Fermaid yet, get some.

I also get my spices from Penzeys. And I know for sure they have whole star anise.

I have made black and red liquorish flavored meads. I used the anise for red. If you post your recipe I might be able to recommend amounts based on your other ingredients and your desired profile.

Just saw on Thursday that my local supermarket (Price Chopper) is now selling star anise among other more "exotic" spices in their spice section.

Try an Indian grocery. Most of them have lots of spices in bulk.
